Curaçao Revamps Investor Permit Program, Path to Dutch Citizenship in 5 Years
The right to live in both the Caribbean and the EU, with a path to EU citizenship in five years, now starting at US$280,000 in Curaçao.
The Dutch investor visa grants residency to those who invest at least EUR 1.25 million in the Netherlands. Contribution options include the acquisition of equity in Dutch companies and certain classes of investment funds.
The program provides a path to citizenship after five years of uninterrupted residence in the Netherlands but only to those who spend at least two-thirds of the year in the country and learn Dutch. Note also that the Netherlands does not permit dual citizenship in most cases.
Those with a particular interest in becoming Dutch will find a less capital-intensive route to the same via the Curaçao Investor Permit Program.

General program requirements
To qualify, applicants must invest €1,250,000 in:
A company based in the Netherlands;
A fund that, according to the Ministry of Economic Affairs, falls within the SEED regulations;
A participation fund or contractual partnership that invests in a company in the Netherlands.
Investments in real estate for private occupation are excluded.
Apart from the financial requirements, the investment must meet two of the below three criteria:
The investment allows a business to explore innovation for improved products and services;
The investment creates jobs (10 jobs within 5 years);
The investor brings a high value personal network or specific knowledge.
An application fee of EUR 2,300 per applicant applies. Dependent spouses and children under 18 may be added to the application.

Requirements to qualify for citizenship
In order to stay in the Netherlands for more than 90 days, the applicant may need a provisional residence permit (mvv). Once in the country, the investor must submit the application to the IND in the Netherlands and pay the processing fees.
The initial residence permit is valid for 3 years. The permit can be renewed for an additional 3 years.
The applicant must have had 5 years of uninterrupted legal stay to begin the naturalization process. The applicant must have registered in the Municipal Database (BRP) for an uninterrupted period of five years immediately preceding the application for citizenship.
Naturalization is subject to the applicant passing a Dutch language test and an integration exam. Note that the Netherlands does not permit dual citizenship, in most cases.
