opened only in 2017, Luxembourg’s Residence for Investors from Third-Countries is one of Europe’s youngest golden visa programs.
One of the world’s wealthiest countries on a per-capita basis, the Grand Duchy is a safe, stable, and centrally located European jurisdiction.
The scheme gives investors a great deal of choice in how to invest but also mandates physical presence substantial enough to make the investor a tax resident in Luxembourg.

General program requirements
The Investor Program for Third Country Nationals provides the following investment options:
€500,000 in an existing company with its registered office in Luxembourg, which needs to be held for five years;
€500,000 in a new business, with a registered office in Luxembourg. The business needs to hire five full time employees within three years of being incorporated. The National Employment Agency needs to assist in the hiring process.;
€3 million capital contribution in a management and investment structure, such as family wealth management funds, private equity, or venture capital funds;
€20 million in the form of a deposit with a financial institution established in Luxembourg, which needs to be held for five years.
The main applicant may include their spouse and dependent children under 21 in the residency application.

Requirements to qualify for citizenship
The applicant submits his application to the Immigration Directorate and obtains approval from the Minister of the Economy or from the Minister of Finance, depending on the investment.
After arriving in Luxembourg, the applicant must, within three days of arrival, undergo a medical exam. After completing the process, he receives a 5-year residency permit.
Investors are eligible for long-term resident status (permanent residency) after residing in Luxembourg for an uninterrupted period of at least 5 years. ‘Uninterrupted’ is interpreted as being absent from Luxembourg for no more than 6 consecutive months and no more than a total of 10 months cumulatively during the 5 years. The applicant must demonstrate integration into Luxembourg society, through social club memberships, language mastery, or testimonials from nationals.
The applicant needs to have one year of uninterrupted residence after obtaining PR before they can apply for citizenship, which effectively means that naturalization is only possible in the sixth year, at the earliest. Acquisition of citizenship is subject to the applicant’s maintaining good repute. Applicants need to complete the “Living together in the Grand Duchy of Luxembourg” test and pass a language test in French or German.
Luxembourg recognizes dual citizenship.
