Egypt’s Citizenship by Investment (CBI) program approved 36 citizenship grants in 2025, implementing new in-person verification requirements that mark a departure from its previous remote processing model.

Authorities granted 11 citizenships in March and 25 in July. Syrian applicants who submitted files in 2023 and 2024 received all July approvals.

Egypt suspended new Syrian applications in December 2024 following damage to Syria’s Immigration and Passport Department building in Damascus. The suspension prevents authorities from conducting due diligence on Syrian documents issued after the building’s destruction.

Documents issued before December 2024 remain valid for processing.

Authorities continue processing only pre-suspension Syrian files that contain earlier documentation.

Turkey, Palestine, Libya, Iraq, Russia, and Sudan contributed an additional 12 applicants who received preliminary approvals during the same period.

Approximately 42 more approvals are expected before year-end, depending on cabinet meeting schedules and due-diligence completion.

Applications From 15 Nationalities

Recent submissions originated from at least 15 countries:

  • Canada
  • Serbia
  • Germany
  • United States
  • China
  • Tunisia
  • Myanmar
  • Romania
  • Yemen
  • South Korea
  • Bulgaria
  • Nigeria
  • Jordan
  • Other (undisclosed)

In-Person Verification Now Required

The program now mandates a minimum two-day visit during the application stage. Post-approval, applicants must fulfill either one month-long visit or two visits totaling four weeks.

These requirements replace the previous remote processing system.

Confidentiality and Name Formatting

Applicants may request their names not appear in the official gazette. Individuals from countries that restrict dual nationality commonly use this provision.

Egyptian passports and ID cards use a three-part format: Given Name, Father’s Name, Family Name. Post-naturalization name changes require committee approval and are limited to specific circumstances such as religious conversions or socially sensitive corrections.

Four Investment Pathways

The program maintains four qualifying investment options:

  • Real Estate Purchase: $300,000 minimum, held for five years.
  • Bank Deposit (Refundable): $500,000 deposited for three years, refundable in Egyptian pounds at maturity with no interest.
  • Company Capital Increase: $350,000 invested into a company plus a $100,000 non-refundable donation to the state.
  • Direct Donation: $250,000 non-refundable contribution to the state treasury.

Real estate remains the most commonly selected route. The bank deposit option has attracted increased interest following (relative) currency stabilization.

Spousal Naturalization Under Egyptian Law

Under Egyptian personal status law, a Muslim man may legally have up to four wives. Within the CBI framework, all wives may be listed in the initial application.

None obtain citizenship until after the main applicant becomes an Egyptian citizen. Once naturalized and marriages gain formal registration under Egyptian law, each wife becomes eligible to apply for Egyptian citizenship after two years of registered marriage through the standard spousal naturalization route.

Civil Registry Integration

Newly naturalized citizens receive an Egyptian birth certificate and national civil registry number. This integrates new citizens into Egypt’s domestic civil records and enables automatic transmission of nationality to future children.
