The news of Jonathan Cardona’s passing has come as a profound shock and source of sadness to many of us who had the privilege of knowing and working alongside him.

In an era where public administration is often characterised by process, bureaucracy, and caution, Jonathan was a rare breed of civil servant. He possessed an exceptional combination of pragmatism, efficiency, and decisiveness, coupled with a genuine understanding that government exists to serve people.

He was a doer in the truest sense of the word; someone who focused not on obstacles, but on solutions.

His contribution to Malta’s investment migration sector was formidable and arguably unrivalled. Through his leadership at Identity Malta and later at the Residency Malta Agency, Jonathan played a pivotal role in the development, implementation, and ongoing success of Malta’s most important residence and citizenship by investment programmes.

His work helped shape the industry as we know it today. Through the agencies he led and the teams he built, billions of euros were contributed to the Maltese economy, generating lasting benefits for the country.

Yet Jonathan’s legacy extends far beyond economic policies, programmes, and institutions.

One of his greatest strengths was his ability to build and inspire teams. The people who worked with him respected him not simply because of his position, but because of the way he led. He was approachable, personable, and genuinely interested in those around him.

He created environments where people enjoyed coming to work, felt valued, and were empowered to contribute. Loyalty followed him naturally because he gave it freely himself.

Those fortunate enough to spend time with Jonathan will also remember his warmth, his infectious sense of humour, and his ever-present smile. He had an extraordinary ability to put people at ease, whether they were government officials, industry professionals, colleagues, or friends.

Meetings were often lighter, conversations more enjoyable, and challenges more manageable simply because Jonathan was in the room.

Above all, Jonathan was a man with a big heart. He cared deeply about people and was always willing to help. He took genuine pleasure in seeing others succeed and was generous with both his time and his support. In a profession often defined by competing interests and difficult decisions, he never lost his humanity.

The investment migration industry has lost one of its most influential public servants. Malta has lost a dedicated servant of the nation. Many of us have lost a valued colleague, trusted counterpart, and dear friend.

He will be greatly missed, fondly remembered, and deeply appreciated for all that he contributed.
