Latvian Roots? That Could Be Your Fastest Path to an EU Passport. Here’s How

While the investment migration market has spent the better part of the last two years mourning the closure of many residency programs and debating the future of golden visas amidst heightened scrutiny, a parallel pathway to full EU citizenship may have been sitting in plain sight. 

Latvia’s citizenship-by-descent (CBD) framework offers qualifying individuals something no residency-by-investment program can match: Outright nationality in a European Union member state, rooted in legal right rather than capital deployment, with no minimum investment threshold, no donation, and no waiting period for citizenship itself.

If a direct ancestor held Latvian citizenship before 17 June 1940, their living descendants may be entitled to recognition as Latvian citizens. This is full citizenship, not residency or a pathway to naturalization, and carries the same EU rights of movement, work, and establishment across all 27 member states.

Latvian citizenship provides visa-free or visa-on-arrival access to 182 destinations worldwide. Holders can live, work, and establish businesses anywhere across the EU’s single market, access EU public healthcare and education systems in any member state, and pass the nationality to their offspring.

For a diaspora estimated at over a million people, scattered across five continents by war, displacement, and Soviet rule, this is a live claim that thousands may be eligible to make, and that a growing number are now actively pursuing.

Legal Framework: The 1940 Line

Latvia’s CBD framework is rooted in the events of 17 June 1940, when Soviet forces occupied the country, ending two decades of independence and forcing thousands of citizens and their families into exile across the globe.

When Latvia restored independence in 1991, it did so as a continuation of the pre-war republic, not a new state. That meant Soviet-era changes to citizenship were legally void. Pre-war citizens and their descendants had never ceased to be Latvian in the eyes of the law.

This is not a naturalization procedure. Applicants are not “granted” citizenship at the discretion of a government minister. They are recognized as already possessing it by operation of law.

The distinction means that the state’s role is verificatory, not adjudicative. If the documentary evidence demonstrates the ancestral link, the outcome follows.

Latvia’s Citizenship by Descent Pathways

Latvian citizenship law carves out three distinct categories of descent-based eligibility.

The first is for individuals who, at the time of their birth, had at least one parent holding Latvian citizenship. This is jus sanguinis citizenship, transmitted at birth through the bloodline. The evidentiary requirements are comparatively light. A parent’s valid Latvian passport or citizenship documentation, combined with the applicant’s birth certificate, typically suffices.

The second category covers descendants of citizens of 17 June 1940 who do not currently hold the nationality of any other state. 

This pathway is open to a particular population: those whose families lost effective citizenship during the occupation and never acquired a replacement nationality, or who are prepared to renounce their current nationality. 

The third category is the one generating the most commercial and advisory interest: descendants of 1940-era citizens who already hold passports from other countries. For years, this group was effectively locked out by Latvia’s former prohibition on dual citizenship. That prohibition is gone.

Under the current Citizenship Law, dual nationality is permitted for descendants of pre-1940 citizens when the other citizenship is from an EU or NATO member state, an EFTA state, or a defined list of countries that includes Australia, Brazil, and New Zealand, among others.

This single legislative change transformed the programme from a niche repatriation mechanism into a viable route for established professionals and families who have no intention of giving up their existing nationality.

The Hard Part: Paper Trails Across a Century

Applicants must produce an unbroken chain of vital records linking them to the qualifying ancestor: birth certificates, marriage certificates, and death certificates, in addition to the anchor document, which is the proof that the ancestor actually held Latvian citizenship on a qualifying date.

Interwar-era Latvian passports are the gold standard for proving eligibility, though few have survived. Population register entries from the first republic, military conscription records, property records, and official correspondence with Latvian state institutions have all been accepted. 

Latvia’s national archives hold extensive interwar collections, and digitization efforts over the past decade have made remote research considerably more practical than it was even five years ago.

For families that passed through displaced persons camps in post-war Germany, Austria, or Sweden, International Refugee Organization files and emigration processing documents can fill critical gaps.

Parish registers are another underutilized source; Latvia’s churches maintained meticulous records throughout the interwar period.

Where primary documents have been destroyed, secondary evidence such as census records, school enrolments, and sworn affidavits from surviving relatives may be submitted, though the standard of proof rises accordingly and processing times tend to lengthen.

Every foreign-language document requires a certified translation into Latvian and, depending on the issuing country, an apostille or consular legalization. 

This is detail-oriented, archival work, and it is where cases are most frequently delayed or derailed.

Application Timeline

Processing times for descent-based citizenship applications vary depending on the complexity of the documentary record and the specific category of eligibility, but straightforward cases with clean paperwork can move through the system in a few months to a year. 

That is notably faster than any naturalization-based route, and it does not require the multi-year residency obligations that most EU golden visa programs impose as a precondition for citizenship.
