Montenegro Picks Only Three Firms – Arton, Apex, and Henley & Partners – as Approved Intermediaries


In a succinct statement on its website, Montenegro’s Secretariat for Special Projects reveals it has picked Henley & Partners, Arton Group, and Apex Capital as approved intermediaries for the country’s upcoming citizenship by investment program.

The Secretariat’s website states:

“Based on the received applications for the Public Call for Selection of Mediation Agents for the realization of a special investment program of special importance for the economic and economic interest of Montenegro number ED – 1/1 published on 03.01.2019, the Commission for Public Opening and Assessing the Correctness of Applications received by Public Invitation, assessed the following applications as correct:

1. “APEX CAPITAL PARTNERS” DOO Podgorica 
2. “ARTON GROUP” GmbH Austria 
3. “HENLEY & PARTNERS GOVERNMENT SERVICES” LTD Jersey”

In an appended PDF (only available in Montenegrin), the same authority notes that it will “prepare proposals for contracts within 30 days from the date of publishing this decision,” and that the government “shall conclude contracts with the selected agents for mediation, on the basis of proposals submitted by the Secretariat […] Based on secured contracts, the Registry issues licenses to mediation agents.”
