The Museu do Caramulo has evolved from a modest regional institution into an expanding cultural destination through Portugal’s Golden Visa, demonstrating how the country’s investment migration pathway has revitalized interior communities beyond major urban centers.

Pedro Pais Cardoso, fundraising and event manager at the museum, reports that the institution has received €14.6 million through seven approved projects since April 2024, with an additional €6.8 million in the pipeline that would bring the total to €21.4 million. 

73 Golden Visa investors have completed their donations, while 32 investors remain in the pipeline, committing €200,000 each under the cultural heritage investment option, which offers a 20% discount for projects in low-density areas compared to Lisbon or Porto.

The museum’s received investment total alone nearly equals two-thirds of the €22.15 million that the Centro Português das Fundações reported as the entire country’s cultural Golden Visa investments since 2020, suggesting the official statistics significantly underestimate the program’s actual scope.

“The program has been life-changing for us,” Pedro explains. The museum has channeled these investments into diverse initiatives, including catalog production, preservation of its vintage car and motorbike collection, and the creation of a World War II vehicle exhibition. The most ambitious project involves constructing a new toy museum in the village of Caramulo.

The cultural projects operate on a quota basis with fixed budgets, and Pedro notes they maintain a lengthy waiting list of potential donors. Six of the seven approved projects have reached full funding, while the seventh remains halfway funded with donations continuing to arrive.

Pedro envisions transforming Caramulo into a “village of museums” that extends beyond the existing art and automotive collections. The expansion plans include a brands and advertising museum alongside additional spaces for new donations.

This development aims to create a multi-day tourist destination that could boost the local economy and generate employment opportunities.

The Golden Visa investments have already enabled the museum to hire four new permanent staff members, including two photographers, a museologist, and a conservationist. The €21.4 million investment program, which has run for 15 months, will support projects spanning the next three to five years.

Pedro emphasizes that the Golden Visa program provides more than financial support. Many investors have visited the museum and participated in events, creating genuine connections beyond their monetary contributions.

He says these high-profile investors contribute to the development of Portugal’s interior regions, areas that traditionally struggle to attract investment.

Pedro warns that ending the Golden Visa would “cut their projects in half” and represents an existential threat to the museum’s expansion plans. The museum faces limited funding opportunities outside the Golden Visa framework in Portugal’s low-density interior. The program has enabled critical restorations and operational expansion that would otherwise remain unfeasible.

“Ending the Golden Visa in any way would kill the museum’s dreams,” Pedro concludes. He says the institution’s reliance on the program underscores how Portugal’s investment migration policy has become integral to cultural preservation and development in the country’s interior regions.
