Program Overview

Taiwan Golden Visa (Plum Blossom Card)

Taiwan offers immediate permanent residence to foreign nationals who invest in either local businesses or government bonds for a period of no fewer than three years.

Minimum investment amounts start at $NT 15 million (about US$480,000) for the business investment option (which also requires the creation of five local jobs), and NT$ 30 million for government bonds.

Taiwan also offers a five-year path to citizenship, though prospective citizens must master Mandarin Chinese and must give up other their nationalities.

How to Qualify

Taiwan offers immediate permanent residence to applicants who invest

  • NT$15 million (US$480,000) in a for-profit business that creates at least 5 full-time jobs for Taiwanese nationals over a period of three years; OR
  • NT$30m (US$960,000) in government bonds for a period of three years.

Application fees of NT$10,000 apply. Dependents of the main applicant may be included in the same application.

Citizenship Timeline and Requirements

Applicants who obtain the Permanent Residence permit and Plum Blossom Card need not be physically present to maintain their status, but do need to physically present for at least 183 days per year to eventually qualify for citizenship.

Residents who have been physically present in Taiwan for five years continuously may apply for citizenship. Applicants must demonstrate that they have integrated into Taiwanese society, are financially independent, speak Taiwanese or Mandarin, and can pass a civics and history exam.

Additionally, the citizenship applicant must demonstrate that they received an income equivalent to at least double the national minimum wage during the 12 months immediately preceding the application and also that they dispose of net assets worth at least NT$5 million, which may take the form of property.

Taiwan does not permit dual citizenship.
