Ask anyone looking for a home in Athens which neighborhoods they actually want, and a short list comes back every time: the southern coast by the cultural center, the streets a few minutes from the ancient core, the Piraeus waterfront. Everyone knows roughly what those addresses cost.

Under the reformed Greek Golden Visa, standard residential property in Attica carries an €800,000 threshold, which is where most buyers stop reading. A quieter way into the same neighborhoods opens at €250,000.

These are the market’s hidden gems: specific buildings on specific streets, qualifying at less than a third of the standard threshold. Finding them is a matter of knowing where to look.

Greece remains one of the few places in the European Union where buying a home still carries the right to reside, and to move freely across the Schengen Area. Values are climbing under it. Home prices rose 7.8 percent in 2025 by the Bank of Greece’s count, and foreign buyers set a record in 2024, with net non-resident property inflows of €2.75 billion.

The catch with a hidden gem is that it is hard to find. Qualifying buildings are scarce, the work involved is unforgiving, and few developers bother with either. MIBS Group, with more than 50 years of expertise in real estate development,  constantly enhances its wide portfolio in exactly this category, with three such addresses now taking shape across Athens.

The €250,000 Mechanics, and Why They Reward the Right Building

The conversion route is not a loophole. It is written into the reformed program. A building that changes use from commercial or industrial to residential qualifies at €250,000, wherever it stands, and unlike the standard route it carries no minimum-size rule.

That last detail matters more than it sounds. The €400,000 tier demands at least 120 square meters per property; the conversion tier does not, which is what lets a developer build compact, easily let units that still clear the residency bar. For an investor who measures yield per euro, small and well-placed beats large and idle.

The fine print is where deals live or die. The change of use must be certified before the residence file is lodged, and rental income enters Greece’s progressive tax net the moment the keys turn.

None of it is insurmountable. All of it moves faster with a developer who has closed these files before.

Three Hidden Gems, Three of Athens’s Most Wanted Addresses

Celea Residence sits in the coastal district buyers point to first, near the Stavros Niarchos Foundation Cultural Center. A former industrial building is being reworked into 29 homes with a new top floor and a private garden, 33 to 40 square meters, a few minutes from the tram and a short drive from the sea.

Orelia Residence carries the same idea inland, within easy reach of the ancient city center. A former commercial building is becoming 28 modern residences across four floors, from compact one-bedrooms to duplexes reaching 68 square meters, set around a communal garden with parking below.

Etolikou Seafront is the gem hiding in plain sight, at the water’s edge in Piraeus, 10 meters from Greece’s largest port. Inside, a former commercial building of 4,000 square meters is being converted into 76 serviced residences across six floors, from studios to two-bedroom units, from 25 to 72 square meters, with views of the harbor and the city skyline. A rooftop pool looks out over the port, with a gym, co-working space, and a 24-hour reception below.

The three share a former life as something other than housing, an energy class A rating, and a location the standard rules would have priced well past €250,000. All are under construction now.

Knowing Where to Look

Anyone can want a hidden gem; sourcing one is the work. MIBS Group finds the buildings, develops each into luxury homes, files the residence application, and manages the property afterward, so an overseas buyer deals with one team from the first viewing to the first tenant. Three conversions in three sought-after districts are not luck; they are a portfolio built around the €250,000 category on purpose.

Location for MIBS Group is of utmost importance. “Investors are not merely buying square meters on a spreadsheet; they are buying a location and a way of living.  The right buildings are scarce, and the ones in the good locations do not sit on the market, so finding them before anyone else is half of what we do.” MIBS Group’s experts claim.

The best hidden gems are the ones still available, and in this category, that does not last. For a closer look at all three addresses and a conversation about which one fits, visit MIBS Group’s website.
