How to Qualify

To qualify for the Seychelles Permanent Residence Program, applicants must meet specific eligibility criteria across investment, residency, and character requirements. Below is a detailed breakdown of the qualifications:

General Program Requirements

  • Minimum Investment: The applicant must have made a direct investment of at least US$1 million in a new or existing business in Seychelles.
  • Business Association or Affiliation: The applicant must demonstrate at least 5 years of business association or affiliation in Seychelles as a result of their direct investment.
  • Residency Requirement: The applicant must have resided in Seychelles for at least 5 years on a Gainful Occupation Permit (GOP) or Dependent Permit.
  • Self-Sufficiency: The applicant must have sufficient means to support themselves for at least 1 year of residency in Seychelles after obtaining the Permanent Residence Permit.
  • Continuous Presence: The applicant should not have been absent from Seychelles for a continuous period of one year or more without the consent of the Minister of Internal Affairs.
  • Criminal Record Check: The applicant must not have been sentenced to imprisonment for more than 1 year under the laws of Seychelles.
  • Immigration Status: The applicant must not be a prohibited immigrant under Seychelles law.

Documentation Requirements

  • Applicants must submit the following documents:
  • Police Character Certificate (not older than six months)
  • Copy of the passport bio-data page
  • One passport-size photograph
  • Documentary evidence of the investment (e.g., business ownership documents, proof of capital injection)

Application Process

  • Obtain the Application Form: The application form must be collected in person from the Department of Immigration and Civil Status, located on the First Floor, Independence House, Victoria, Mahé.
  • Submit the Application: The complete application, along with all required supporting documents, must be submitted to the Immigration Office at the above address. A non-refundable processing fee of SCR1,000 (~US$70) is required at the time of submission.

Processing and Decision:

The Department of Immigration and Civil Status will review the application and inform the applicant of the outcome:

  • If the application is successful, the applicant must pay an additional application fee of SCR350,000 (~US$25,000).
  • If denied, the department will provide the reason for rejection.
