Program Overview

Malta Permanent Residence

The successor to Malta’s erstwhile MRVP, the MPRP grants investors permanent residency in an EU country upon approval, along with a clear path to EU citizenship in five years, provided the applicant physically resides in Malta.

The program offers immediate residency benefits, including a temporary residence card upon application submission, and requires a number of mandatory contributions.

How to Qualify

To qualify for the program, applicants must meet the following requirements:

Financial Requirements:

  • Hold €150,000 in liquid financial assets.
  • Possess total assets worth no less than €500,000, or €650,000 in total assets with a reduced €75,000 in financial assets.

Property Requirements:
Applicants must purchase or lease a property in Malta:

  • Purchase: Minimum property value of €375,000 nationwide, with the ability to lease the property immediately for rental income from day one.
  • Lease: Minimum annual rent of €14,000, with subletting rights available after five years (provided the sub-tenant is not another MPRP applicant).

Contributions and Dependents:

  • A unified €37,000 contribution to the Maltese economy is required, regardless of whether the applicant chooses to purchase or lease property. This saves rental applicants up to €23,000 compared to previous requirements.
  • Dependents’ fees as follows: Fees for adult dependents (18+) is €7,500; Spouses and minor children incur no additional fee.

Administration Fee:

  • The total administration fee is €60,000, split into two payments:
  • €15,000 upfront, payable upon application submission.
  • €45,000 due upon approval.

Immediate Residency:

  • Upon submission of the application and payment of the initial €15,000 fee, applicants receive a temporary, renewable one-year residency card, allowing families to relocate to Malta without delays.

Citizenship Timeline and Requirements

To obtain citizenship, the applicant needs to physically reside in Malta for no less than four years out of the previous six, during which time they have not spent more than six consecutive or ten months total outside the country.

They will need to spend 12 uninterrupted months in Malta directly before applying for citizenship and will need Maltese nationals to vouch for the applicants in writing. There is a requirement to have passed a language test (English or Maltese). The applicant will be invited to take the oath of allegiance in Malta and be presented with a Maltese certificate of naturalization.
