Mr. Files is the head of an international investigative firm specializing in asset recovery, due diligence, anti money laundering and intellectual property matters. Prior to this Mr. Files was a partner in a regional consulting firm specializing in business, financial and securities consulting and served as the Director of Corporate Finance for an investment banking company.

James Elcocke-Harris is a designated agent for Vanuatu. Based in Hong Kong, he is currently an official appointed represented for the Vanuatu Development Support Program and the managing director of the Vanuatu Information Centre.
The Development Support Program runs the island nation’s citizenship-by-investment program. The Vanuatu Information Center, based in Vanuatu, is a global network of government-approved centers that promote the country’s citizenship-by-investment program, investment, trade and tourism. Elcocke-Harris, a native of the U.K. who relocated to Asia in the mid-1990s, supported the 2017 lauch of Development Support Program and growth of the Vanuatu Information Centre network. Elcocke-Harris has worked for the U.K. government, specializing in bi-lateral for central and eastern Europe. He founded a Hong Kong-based executive search company that as acquired by a global law firm.
