Yakof is the founder and CEO of CIVIQUO – the Investment Migration Platform.
Formerly a managing partner for a residency and citizenship by investment (RCBI) firm, Yakof was key in establishing, leading and managing the firm’s group functions (HR, IT, finance, legal & compliance), whilst maintaining direct responsibility for the group HR function. His contribution was essential for the firm’s impressive growth and for the development of the Malta Individual Investor Programme (MIIP).
As the former Chief Officer for Risk and Compliance for the Government Agency which manages the MIIP, his re-design of the citizenship programs’s due diligence resulted in the process being recognised as the industry’s ‘gold standard’. Yakof authored the 3rd edition of the Malta IIP Handbook, and created the industry’s first Risk Assessment Framework.
Yakof’s experience in different industries and disciplines – including residency and citizenship by investment, Human Resources and IT – is supported by an academic portfolio which includes specialist qualifications in due diligence, AML and CFT, civil law and information technology. He also holds a practitioner’s licence in neuroscience-based behavioural assessment and an MSc in leadership and organisational behaviour with Dublin City University.
Apart from his continued involvement in CIVIQUO, Yakof contributes further towards the investment migration industry through limited consultancy engagements with selected firms and governments. Yakof is also an International Partner for Malta, for the World Business Angels Investment Forum.
Mr. Prashant Ajmera is an Indian lawyer (Gujarat Bar Association), Canadian citizen and a NRI since 1988, with more than 25 years of experience in residency and citizenship by investment. His expertise in EB-5 investor visa of US, Canada investor program and such other investor programs have gained him recognition as one of the leading lawyers in India in the field of investment based immigration.

I am a dual citizen of New Zealand and Vanuatu. I was the key advisor to the government of Vanuatu in introducing Vanuatu’s Citizenship By Investment Programme and changing the Vanuatu Constitution to allow for dual citizenship. I regularly consult regionally to other countries on potential immigration programs. I hold a CSP Licence from the VanuatuFinancial Services Commission and as well as a partner of Stanford KNight, am managing Partner of the regions largest corporate advisory firm, Pacific Advisory.
I have an extensive private sector background in climate finance, policy development, tourism, agriculture and property industry with practical hands-on knowledge of doing business in the Pacific context. My clients include Governments, financial institutions, corporates, regional agencies and institutional investors.
I have resided permanently in Vanuatu for 16 years and sit on numerous private and public boards and committees including the current Chairperson of the Vanuatu Business Resilience Council.
My passion is driving development in the South Pacific through direct investment in sustainable industries.
James Elcocke-Harris is a designated agent for Vanuatu. Based in Hong Kong, he is currently an official appointed represented for the Vanuatu Development Support Program and the managing director of the Vanuatu Information Centre.
The Development Support Program runs the island nation’s citizenship-by-investment program. The Vanuatu Information Center, based in Vanuatu, is a global network of government-approved centers that promote the country’s citizenship-by-investment program, investment, trade and tourism. The center has offices in China, Cambodia, Hong Kong, Thailand, Vietnam, Malaysia and the United Kingdom.
Elcocke-Harris, a native of the U.K. who relocated to Asia in the mid-1990s, supported the 2017 lauch of Development Support Program and growth of the Vanuatu Information Centre network. He develops strategic relationships for the program. He has been with the Vanuatu Information Center since April 2017.
Elcocke-Harris has worked for the U.K. government, specializing in bi-lateral for central and eastern Europe. He founded a Hong Kong-based executive search company that as acquired by a global law firm.
Elcocke-Harris, who lives in Hong Kong, Shanghai and Bangkok, is graduate of Brunel University and The Royal Military Academy Sandhurst.

Mr. Marko Issever joined Riverside Management Group as a managing director in May 2016 in order to, among other things, lead the firm’s EB-5 capital raising and placement activities, via its wholly owned subsidiary, BCW Securities LLC.
He is also the founding partner of BH Capital Management, LLC, a real estate investment company that specializes in opportunities in development and investment.
Prior to joining RMG and establishing BHCM, Mr. Issever was a managing director at The Bank of New York Mellon Global & Capital Markets, leading the firm’s derivative business to financial institutions globally.
Mr. Issever has been in Wall Street for over 30 years and was also a founding member of the derivative business in Sakura Global Capital, a Japanese bank subsidiary that subsequently merged with Sumitomo Capital Markets to form SMBC Capital Markets.
Mr. Issever started his Wall Street career in Prudential Securities’ Financial Strategies Group where he specialized in mortgage backed security opportunities such as CMO’s, risk-controlled arbitrage transactions, as well as other asset backed securitizations including securitization of policy holder loans.
Mr. Issever is a graduate of The Wharton School of University of Pennsylvania where he earned his MBA degree in finance and MA in economics.
He speaks Turkish (native) and Ladino Spanish fluently.
He is the founding president of Aleph Learning Center, a Jewish outreach organization and board member of Manhattan Sephardic Congregation.
He holds the series 7 & 63 securities licenses.
He lives with his wife and three children in New York City.
